Following serious public safety hazards—including loose cows wandering onto Interstate 195 and a collision with a Dartmouth cruiser—the town is proposing fines of up to $300 per animal for roaming livestock violations. Town Meeting voters will consider this measure to deter negligence and protect motorists on local roadways.

Article 6 requests Town Meeting approval for a $5.5 million borrowing authorization from the sewer enterprise fund to overhaul aeration and nitrogen removal systems at the wastewater treatment plant. Supplemented by a $250,000 state grant, the major capital investment is designed to ensure environmental compliance and long-term sewer capacity.

Under Article 5, the town is seeking voter approval for $1.8 million from free cash and $1.645 million from water enterprise reserves to fund critical capital projects. The largest project involves replacing the Route 6 water main in coordination with upcoming MassDOT roadway work to minimize disruption and avoid redundant construction.
